Recommendations for Subregulatory Administrative Action to Support Long-Term Undocumented Individuals, Particularly DACA Recipients and other Dreamers

This memo presents recommendations for the White House to consider adopting administrative actions aimed at providing significant benefits to undocumented students, faculty, and staff in higher education. These recommendations have been extensively deliberated in legal memos produced by the Cornell Law School team and through public advocacy initiatives spearheaded by the Immigration Hub, the Presidents’ Alliance on Higher Education and Immigration, and affiliated organizations.
